How do I connect my laptop to my cell phone using Bluetooth?

I am generally computer literate, but am not familiar with Bluetooth. I know my phone is compatible with Bluetooth, and supposedly my computer is (it's a Toshiba that runs on the new version of XP). But I went to Control Panel and "Bluetooth Devices" wasn't there like it was supposed to be. What should I do?
