In the Philippines, why does it seem that there is a lack of business investors in Tagaytay?

I was just wondering, since Tagaytay is very popular with the local tourists, why is it not attracting business investments? I would have wanted to stay there for a weekend in a nice hotel but I find the lack of things to do/go to in Tagaytay a disincentive to go there. Don't say I can go to Tagaytay Highlands. That's for members only and I'm not one of them.
